Irfan Altas, Ali Yazici, Ziya Karakaya, Barney Dalgarno.

The Internet has significantly changed the way we live, learn, work and communicate. Teaching and learning have been revolutionized in many positive and effective ways by the Internet revolution. Alongside this, Universities have been required to become more flexible in delivery of their courses to cater for the changing nature of the workplace which requires employees who will continue to develop their knowledge and skills throughout their career. Additionally, the global marketplace now requires Universities to provide their courses internationally and to collaborate with other Universities and also with partners in industry, both nationally and internationally. The use of e-Learning technologies is seen as the obvious solution to the problem of providing flexible delivery of courses to students with widely different needs in an international marketplace. All of these factors have had a major impact on the organization of Universities. Aspects of the organization that will need to change include to the following: technological infrastructure; faculty job descriptions ; teaching model to incorporate face-to-face, distance and mixed-mode learning; support services required by students; new administrative departments, providing pedagogical and technological e-Learning support
In this work we examine basic elements of e-Learning, the features of the e-Learning model under implementation at Atilim University and the expected impact of the model on the organization of the institution. The paper will also draw on examples at other institutions in discussing the issues that form the dynamics of organizational change within Universities in the 21st century.
