Cultural and Organizational Change at the Los Angeles Police Department:: A Cross Disciplinary Case Study

Over the past decade, the Los Angeles Police Department (LAPD) has been an international symbol of both the finest efforts at urban law enforcement and the corrupting potential of the use of force. In the wake of the widely publicized Rampart Scandal, the subsequent imposition of a federal consent decree, the hiring of a new Chief, and September 11th, this organization faced major reorganization and change. This change was played out against the backdrop of an escalating gang homicide rate, the global threat of terrorism, and a geographically immense, culturally diverse community. In this case study, based on key informant interviews, participant observation, community surveys and content analysis of media reports, several issues are addressed. These issues include urban and global terrorism, violence, criminal justice and ethics, response to diverse communities and leadership. In addition to a discussion of data collection and results, an analysis of the findings and their policy and practice implications are considered. The lessons learned about cultural and organizational change at the LAPD and their implications for other public organizations globally will be discussed.

Jorja Leap has been a member of the UCLA faculty for the past 12 years. She has worked both nationally and internationally dealing with issues of crisis intervention, cultural and organizational change. Most recently Dr. Leap's professional efforts have focused on post-war Kosovo and New York City in the aftermath of 9/11. She serves as an instructor and consultant to several public organizations in Los Angeles, San Francisco, New York, Greece and Kosovo.
